The United Nations and Iraq have signed a new agreement, the Sustainable Development Cooperation Framework, set to run from 2025 to 2029. This framework aims to assist Iraq in advancing its national development goals, which are also aligned with the 2030 Agenda for Sustainable Development adopted by UN Member States in 2015.
The signing of this cooperation framework signifies a new phase in the UN-Iraq partnership, occurring as the UN Assistance Mission for Iraq (UNAMI) concludes its operations after over two decades of supporting the Iraqi government on key policy matters.
UNAMI chief Mohamed Al Hassan described the Framework as a “natural and honourable transition of the relationship between the United Nations and the Republic of Iraq.” He further stated, “It reflects an orderly and responsible departure from support to political stability to the stage of consolidating sustainable development partnership between Iraq and the organization.”
About the Framework
The 2030 Agenda for Sustainable Development, encompassing the 17 Sustainable Development Goals (SDGs), requires both collective international effort and dedicated national action. Sustainable Development Cooperation Frameworks serve as agreements between the UN and individual governments, providing the necessary tools for planning, implementation, and monitoring to achieve these goals.
Iraq’s plan under this framework prioritizes four key strategic areas that correspond with the country’s national development plan:
- Enhancing access to education, health, and social services.
- Generating employment opportunities and fostering economic growth.
- Implementing environmental protection measures and addressing climate change challenges.
- Reinforcing the rule of law and promoting good governance.
How Will It Be Achieved?
A steering committee, co-chaired by Iraq’s Ministry of Planning and the UN Resident Coordinator, will oversee the implementation, monitoring, and reporting of the UN-Iraq development framework. Government institutions and UN agencies will collaborate to conduct annual progress reviews, ensuring the framework stays on course.
Funding for the implementation will be provided through a dedicated fund, complemented by a resource mobilization strategy to secure necessary financial support.
UN Mission Concludes Mandate
UNAMI was established in 2003 and has played a crucial role in supporting Iraq through its political transition, post-conflict recovery, and the campaign against ISIL (also known as Da’esh). The special political mission is set to end its mandate on December 31.
With Iraq experiencing increased stability compared to two decades ago, the country is focusing on strengthening its self-reliance. As Mr. Al Hassan previously told UN News, “Iraq believes it is ready to move to another phase, solidifying its sovereignty and territorial integrity.” He added, “I wholeheartedly believe that Iraq is ready for that.”
